The Centre for Cultural Diversity in Ageing has been developed to guide and promote best practice standards of care that address cultural diversity across all levels of service design and delivery. The Centre provides support for aged and community care service providers, culturally and linguistically diverse communities as well as translation services in the area of aged care. The AIHW has released Health & Welfare of Australia's Aboriginal and Torres Strait Islander Peoples 2005. The Report covers for the first time information on disability in the Indigenous population. In 2002, indigenous people were at least twice as likely as non-indigenous people to have a profound or severe core activity limitation. The earlier onset of disability or long-term health conditions indicates the comparatively higher need for service provision for indigenous people with a disability at younger ages. This is reflected in the use of aged care services. Of those admitted to permanent or respite residential care, almost 29% were under 65 years, compared with 8% among other Australians. Of all clients receiving home and community care, 18% of indigenous clients were aged 75 years or over compared with 57% of other clients.

Given the number and breadth of the various programs that are available to the aged and, given the fact that all three levels of government and the non-government sector are involved in the provision of these programs, it is only possible to outline the main support and services provided. The main emphasis is on the role of the Commonwealth in terms of support and assistance for the aged, but brief details of the role of the non-government sector and that of state/territory and local governments are also given.
